Congressional inaction allows oil-shale moratorium to expire

Some Democrats vowed to act quickly in January to enact a new moratorium on oil-shale leasing in Colorado, Utah and Wyoming, since the current leasing moratorium is set to expire Sunday night, the Salt Lake Tribune reports.
