Amendment 52, which would use severance tax money to help fund transportation projects in Colorado, would cap funding for the Department of Natural Resources at 2007-2008 levels, adjusting the department’s budget for inflation only — a move opponents say would hurt DNR programs, the Grand Junction Free Press reports.
